责任矩阵在隐患排查治理中的应用

摘要：

隐患排查治理是企业安全管理的主线，排查治理对象除人的不安全行为、物的不安全状态和不良的工作环境外，更应侧重于管理缺陷。针对目前管理缺陷排查治理方法论研究较少的问题，将项目管理工具一责任矩阵引入隐患排查体系。结合安全管理的特点，建立了隐患排查治理责任矩阵流程和应用准则，并通过某隐患排查治理责任矩阵的建立和应用对该方法进行了验证。研究表明，责任矩阵便于查找隐患背后的管理缺陷，可推动企业由下向上逐步完善安全生产责任制，对持续提升企业安全生产管理水平具有一定指导意义。

Application of responsibility matrix in checking and governing of hidden trouble

Abstract: Checking and governing of hidden trouble are the major content of safety management in enterprises.  Be-sides the unsafe behavior of personnel, unsafe status of matters and poor workin~; environment, the particular em-phasis should be placed on management defects. However, there is few study on methodology for checking and gov-erning of management defects, so the responsibility matrix, a project management tool, was introduced into the sys-tem of hidden trouble checking.  Combined with the characteristics of safety management, the procedure and appli-cation criterion of responsibility matrix for checking and governing of hidden trouble were established, and the method was verified through the establishment and application of a certain responsibility matrix for checking and governing of hidden trouble. It showed that the responsibility matrix is convenient for checking the management de-fects behind the hidden trouble.  It can promote gradual improvements in work safety responsibility system for enter-prise from bottom to top, and has a certain guiding significance for enhancing the management level of work safety continuously.

结论

  本文针对隐患排查深度不够、治理措施针对性不强的问题，将责任矩阵的方法引入到隐患排查治理体系。结合安全管理的特点，建立了隐患排查治理责任矩阵流程和应用准则。通过某隐患排查治理责任矩阵的应用分析，识别出了常规治理方式存在的不足并提出了治理方案。在应用该方法时应该注意以下四点：

  1)关键流程的建立是基础。如果关键流程选择的不合理，会导致排查重点不清晰，提出的治理措施针对性也就不强。

  2)在建立责任矩阵时一般设置5—9项关键流程效果最好。如果太少，有些问题无法被排查到；如果过多，则会导致排查量较大，不利于后续工作的开展。

  3)责任矩阵构建完成后，除关注关键流程责任分工是否合理外，还应重点排查责任的落实情况。

  4)改进后的责任矩阵可供后续同类隐患排查时使用，应注意收集和保存。不断充实责任矩阵数据库对企业持续完善安全生产责任制十分必要。

  责任矩阵应用到隐患排查治理体系尚处于初步阶段，目前仅侧重于定性分析，后续需开发定量评价方法，以便进一步扩展其应用范围。
