2.中国机电工程招标有限公司受中国铁路总公司委托，邀请合格的投标人就下列货物和有关服务提交密封的投标：

3.资格要求包括：招标文件规定的供货经验、技术、财务、法律和其他方面的要求，主要的资格要求为：所投产品应具有从2011年1月1日(合同签订日）起至投标截止日期期间，为设计时速200公里/小时或以上速度铁路正线累计供货至少82面10kv开关柜（含10kv电容柜），2套综合自动化系统并且满意运行至少一年（不超过3个合同）。其中，每种设备（含10kv电容柜）至少有1面/套满足至少一年在寒冷地区的供货业绩。须提供销售合同和中国铁路总公司所属铁路局的相关部门出具的最终用户证明作为证明材料。
4.本次招标采用世界银行的《世界银行借款人国际复兴开放银行贷款和国际开发协会信贷及拨款的货物采购、工程及非咨询服务指南》[2011年1月版]（“采购指南”）规定的国际竞争性招标程序，并向采购指南规定的所有合格投标人开放。此外，请参见第1.6条和1.7条，这两条阐明了世界银行关于利益冲突的政策。
5.有兴趣的合格投标人可在中国机电工程招标有限公司办公室进一步了解有关信息和查阅招标文件，上午9：00－11：30，下午13：30－16：30 (周六日节假日除外)。
6.招标文件将从2016年12月29日起每天（星期六、星期日、节假日除外）上午9：00－11：30，下午1：30－4：30（北京时间）在下述地址发售，有兴趣的合格投标人可递交书面申请书，于上述时间购买招标文件。中文或英文招标文件每套售价1000元人民币或160美元，售后不退。支付方式为现金或电汇。若需邮递招标文件,需另付200元人民币（中国大陆）或50美元（中国大陆之外），招标文件将采用特快专递方式发送，采购代理不对寄送文件的延迟和丢失负责。

1.The government of P. R. China has received financing from the World Bank toward the cost of Harbin-Jiamusi Railway Project, and intends to apply part of the proceeds toward payments under the Contracts for Procurement (ICB) of10kv Switchgear (including capacitor cabinet, AC/DC power system and integrated automation system) (Lot No.:PE04).
2.China Mechanical & Electronic Engineering Tendering Co., Ltd., entrusted by, China Railway Corporation, now invites sealed bids from eligible bidders for:

3.Qualification requirements include: Supply experience, technical, financial, legal and other requirements stipulated in the bidding document; main qualification requirements are: From Jan.1st ,2011 (the date of contract signing) to the deadline of bid submission, the products to be supplied shall have the following experience: at least eighty-two units of 10kv switchgear (including 10kv capacitor cabinet) and two sets of comprehensive automatic device shall have been applied on a main railway line with the minimum design speed of 200 km/h which shall have been in satisfactory operation for at least one year; this requirement can be met by up to three contracts. Moreover, the above two types of equipment (including 10kv capacitor cabinet) shall each has at least one set/unit of equipment supplied for cold area for no less than one year. The bidders shall furnish copies of the sales contracts and end-user certificate issued by the department of the relevant Railway Bureau of CRC.
4.Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers[the edition of Jan.,2011](“Procurement Guidelines”), and is open to all eligible bidders as defined in Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
5.Interested eligible bidders may obtain further information from China Mechanical & Electronic Engineering Tendering Co., Ltd. and inspect the Bidding Documents at the address given below every day (except for Saturdays, Sundays and public holidays) between 9:00am-11:30am and 13:30pm-16:30pm (Beijing Time).
