如果境外投标人所投货物包含境内部分，则投标人须具备人民币结算能力，否则其投标将被否决。
2) 关境内投标人须提供以下资质证书的复印件：
①营业执照、组织机构代码证及税务登记证或“三证合一”后加载统一社会信用代码的营业执照；
②有效期内的ISO9001质量管理体系认证证书或其他同等质量体系认证证书。
关境外投标人须提供以下资质证书的复印件：
①效的企业登记证明材料；
②有效期内的ISO9001质量管理体系认证证书或其他同等质量体系认证证书。
3) 业绩要求：投标人必须具有丰富的数控自动喷丸成形、强化系统的能力和经验，必须提供国内外可靠的大尺寸壁板零件喷丸成形应用工程实例，必须提供详实的同类型数控自动喷丸成形、强化系统的技术资料、关键技术指标。投标人应在投标文件中，提供近五年来（2012年-2017年）同类设备使用与售后服务的情况、数量，并附有国内外用户名单与联系方式。
4) 境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件；境外投标人应当提供在开标日前3个月内由其开户银行开具的银行资信证明的原件或复印件。

1 CNC automatic shot blast forming equipment 1 Set 1. This equipment is mainly used for the double-sided shot blast forming of the parts on C919 large passenger aircraft, such as center wing skins, upper and lower wall panels, fore-beam flanges and etc. with sizing and strengthening function.

3. Qualification Requirements For Bidder
Qualifications or Performance：
1) The bidder must be the Goods’ manufacturer; otherwise the bid will be rejected.
The bidders must be the contract party and have the ability to fulfill foreign trade contract with SAMC if offering Goods from outside PRC customs territory, otherwise the bid will be rejected.
If the foreign bidders have goods provided within PRC customs territory, the bidder shall have the ability to fulfill RMB contract directly with SAMC, otherwise the bid will be rejected.
2) For domestic bidders:
①Business License (Business Registration), Organization Code Certificate, Tax Registration Certificate;
②Valid certification of ISO9001 quality management system or other similar quality management system certification;

3) Requirements of Achievements:
The bidder must have abundant capacities and experience on CNC automatic shot blast forming equipment and strengthening system, and must provide reliable application engineering cases of shot peen forming of big- size panel parts in domestic and overseas market, and detailed technology materials, key technical specifications of similar CNC automatic shot blast forming equipment and strengthening system also should be provided in the bidding documents. The bidder should also provide the conditions and quantity of the usage, aftersales service of similar equipment in last 5 years (2012-2017), lists of name and contact of clients home and abroad should be attached.
4) Domestic bidder shall provide the bank reference letter from the bank which the basic account was opened, issued within three months prior to the time of bid opening in original or its copy;
