北美部分线路地面卡车联运服务项目
竞争性谈判采购公告
中国南方航空股份有限公司货运部受股份公司的委托，就南航北美部分线路地面卡车联运服务项目进行竞争性谈判采购，现邀请符合条件的服务供应商参与。有关事项公告如下：
一、项目名称：北美部分线路地面卡车联运服务
二、项目编号：CZTRUCK-20170815
三、采购项目内容及数量
1. 采购内容：北美洛杉矶、芝加哥、旧金山、纽约这四个通航点部分线路来回程监管卡车运输服务
2. 业务数量：具体货量以实际发生为准，本项服务采购有效执行期不超过8个月。
四、供应商资质要求
1. 具备美国、加拿大监管卡车运营资质，能够提供南航需要的北美卡车线路运输服务，属于中性监管卡车公司，不经营航空货运代理业务。
2. 参与北美站点出发去程线路报价：供应商公司总部位于美国，具备SITA电报发送功能。
3. 公司信誉和经营情况良好，具备一定的行业口碑，未发生过重大安全事件或纠纷，具有独立法人资格和承担民事责任的能力。
4. 所持有企业营业执照和道路运输资质一年之内均在有效期内。
五、采购文件获取
属于首次参与的服务供应商须先向南航提供企业营业执照和道路运输资质复印件，并向南航货运部索取及填报《资格预审清单》等资料表格，在通过南航资格预审（合格）后正式作为入围供应商领取接收采购文件。原有签约服务供应商无需报名，只需按接收的采购文件要求编制响应文件。
六、相关费用
参与方供应商自行承担报名材料等所涉及的一切费用，不管结果如何，南航均不承担供应商参与本项目竞争过程或为达至项目要求所发生的所有费用。
七、报名截止时间
1.报名时间：2017年9月21日~2017年9月26日，工作日上午08:30-11:30，下午14:00-17:00（北京时间），向南航货运部递交或电子邮件发送报名资料（见附表1），并索取《资格预审清单》等资料表格。
2. 参与供应商必须在收到资料表格后两天内完成填报并将签字盖章的扫描件以电子邮件形式发回南航货运部，逾期将不予受理。
八、采购方案由中国南方航空股份有限公司负责解释。

Notice for North America Road Feeder Service
Bidding Project (CZTRUCK-20170815)
From 2017, China Southern North America Road Feeder Service business will invite the contractual cooperation partners and potential service providers to participate in the Bidding Project. The relevant content of this bidding project as follows:
1. Bidding Project Name: North America Road Feeder Service
2. Bidding Number: CZTRUCK-20170815
3. Service content: Road feeder service from 4 online stations of China Southern, such as LAX, ORD, SFO, JFK, to other offline cities of North America.
4. Participation Requirements
▪ Neutral road feeder service provider with road transport qualification authorized by the government for at least one year.
▪ Do not belong to any air cargo agent or forwarder.
▪ Good reputation and operating conditions. No serious security incidents or disputes occurred in the passed period.
▪ The road feeder service provider with its head quarter in the United States is restricted to provide the rates and service for routes from US stations. The road feeder service provider with its head quarter in Canada is restricted to provide the rates and service for routes from Canadian stations.
5. Bidding Document Acquirement: The participant needs to provide the scanned copies of business license and road transport qualification certificate and finish the Prequalification List. After passing the qualification evaluation of China Southern, the participant will obtain the Bidding Document.
6. Related Costs
The participant shall bear all the costs of this bidding project no mater what the bidding result will be. China Southern shall not be responsible for any expenses incurred during the bidding process.
7. Deadline for Registration
▪Registration time: September 21, 2017 – September 26, 2017, 08:30 a.m.-17:00 p.m. (Beijing time). The participant shall submit the Registration Form (see Appendix 1) and Legal Representative Letter (see Appendix 2) via email to China Southern and request for Prequalification List.
▪ After getting the Prequalification List from China Southern, the participant shall finish it in 2 days and send the signed copies to China Southern, otherwise it will deemed invalid registration behavior.
8. China Southern reserves the right to explain the terms of this bidding project.
